मुंबई :   महाराष्ट्राच्या यंदाच्या अर्थसंकल्पात शेतकरी आणि सामाजिक न्यायाची प्रचंड उपेक्षा झाली आहे. समाजातील मागास वर्गांसाठी सातत्याने निधीत कपात होते आहे.राज्याच्या डोक्यावर आजमितीस व्याजासह एकूण ४ लाख ९६ हजार १९२ कोटींचे कर्ज आहे. म्हणजेच महाराष्ट्रातल्या प्रत्येक व्यक्तीच्या डोक्यावर ४४ हजार १४५ रुपयांचे कर्ज आहे. सरकारचे आर्थिक नियोजन फसले असून, राज्य दिवाळखोरीकडे वाटचाल करीत असल्याचे विधानसभेतील विरोधी पक्षनेते राधाकृष्ण विखे पाटील यांनी म्हटले आहे.

अर्थसंकल्पावरील चर्चेत सहभागी होताना विखे पाटील यांनी राज्याच्या आर्थिक परिस्थितीचा व सरकारच्या नियोजनशून्य कारभारावर चौफेर टीका केली. ते म्हणाले की, जगाचा पोशिंदा शेतकरी हा अर्थसंकल्पाचा केंद्रबिंदूअसून, त्यांच्या समस्या सोडविणे ही शासनाची पहिलीजबाबदारी असल्याचे अर्थमंत्री सुधीर मुनगंटीवार मागील अर्थसंकल्पात म्हणाले होते. पण सरकारनेशेतकऱ्यांची कोणती समस्या सोडवली? पूर्वी शेतकरीआपल्या शिवारात, घरात गळफास घेत होते. ते आतामंत्रालयात येऊन विष प्राशन करायला लागलेत!सरकारने आपली जबाबदारी पार पाडली असती तरशेतकऱ्यांवर ही वेळ आली असती का? असा प्रश्न त्यांनी उपस्थित केला.

अर्थसंकल्पीय भाषणात अर्थमंत्र्यांनी अर्थसंकल्पाचे आकारमान सांगितले नाही. त्यांच्या छापील भाषणातही त्याचा उल्लेख नाही. कदाचित कवितांच्या ओघात मुनगंटीवार अर्थसंकल्पाचे आकारमान सांगायला विसरले असतील. राज्याच्या डोक्यावर आजमितीस व्याजासह एकूण ४ लाख ९६ हजार १९२ कोटींचे कर्ज आहे. म्हणजेच महाराष्ट्रातल्या प्रत्येक व्यक्तीच्या डोक्यावर ४४ हजार १४५ रुपयांचे कर्ज आहे. सरकारला महसुली जमा व महसुली खर्च यांची हातमिळवणी करता आली नाही. कर्ज घेण्याची क्षमता शिल्लक असली तरी कर्ज कशासाठी घेतले जाते, हा प्रश्न महत्वाचा आहे. भांडवली खर्चाकरिता कर्ज काढणे, हे राज्य विकासाकडे नेण्याचे लक्षण आहे. तर महसुली खर्चाकरिता कर्ज काढणे म्हणजे दिवाळखोरी आहे. महाराष्ट्राच्या एकूण खर्चाच्या ८२ टक्के खर्च महसुली खर्चावर होत असून, भांडवली खर्चावर केवळ १८ टक्केच खर्च होतो आहे, असे सांगून राज्याची दिवाळखोरीकडे वाटचाल सुरू असल्याचे विरोधी पक्षनेते राधाकृष्ण विखे पाटील यांनी सांगितले.
